The Safe PHX Parks Program is designed to support the City of Phoenix Parks & Recreation Department by providing non-law-enforcement, preventative assistance focused on park cleanliness, safety through visibility, and early identification of issues before they escalate. All activities are conducted in compliance with applicable laws and City guidelines.

- Visible drug use, drug paraphernalia, or discarded needles in public areas
- Loitering in playgrounds and family-designated spaces
- Trash accumulation in high-traffic and low-visibility areas
- Unsanitary conditions near playground equipment and seating
- Inconsistent visible presence impacting public confidence

Safe PHX Parks – Program Overview
Safe PHX Parks operates as a visible, uniformed, non-enforcement presence that supports existing park operations. The program emphasizes routine cleanliness, hazard mitigation, positive engagement with park users, and timely communication with appropriate city departments.

- Routine litter removal and light surface cleaning
- Playground, bench, and high-touch surface sanitization
- Collection and proper disposal of drug paraphernalia and discarded needles to the extent legally permitted, using approved safety equipment and protocols
- Immediate reporting of hazardous materials or conditions beyond permitted scope
- Visible presence to deter inappropriate activity
- Clear communication and escalation through established City channels
